GPO OU Software Installation Problems

When I setup an OU for software installation and reboot the client,
The installation begins and quickly ends. When I log in, nothing has
been installed.
This is what my userenv contains for this scenario:

What does this mean?
I cannot find any readliy available answers to these logs.

gpt.ini is not accessible, assuming default state.

The client cannot access to the GPO. Check your sysvol 1st
& rights.
