Local admin does not have rsop data

I've just built a new Dell GX280 box w/ XP Pro. Only the O/S/SP2/drivers
(just the basics) are loaded. I ran sysprep on it to clone it and when I
bring it back up as a stand alone box, the local administrator cannot run
gpresult. The error received is local/admin does not have rsop data. Also
in the userenv.log file the following is what is logged at bootup.
Any suggestions?
