Global Address List Rule not working

I have created a rule to send any message from a person in the global
address list to another folder.

It is not working. People in the GAL send messages and they do not get
moved.

I have repaired Outlook.

Any ideas?

I don't think the "in my address list" rule works with the GAL. I think it
works only with contacts folders.
