Creating a Rule for all Contacts and GAL

Is it possible to create a rule that will send all e-mails from a users
contact list as well as the global address list to be delivered in the Inbox
only? My CEO wants all other e-mails that are not in her contacts or GAL to
be moved to another folder. Creating a rule for these e-mails in not an
option because of the massive mails she receives. Any help would be
appreciated. Thanks!

I think this can be done with just 2 rules:

Rule #1: handle contacts

Apply this rule after the message arrives
sender is in the Contacts Address Book
and on this machine only
stop processing more rules

Rule #2: handle other non-GAL recipients

Apply this rule after the message arrives
with @ in the sender's address
move it to the another_folder folder
stop processing more rules

Yes;

Apply this rule after the message arrives
(no conditions)
move it to the specified folder (other folder than Inbox)
except if sender is in specified Address Book
