Getting Windows Explorer to reuse the window

I cannot get Windows Explorer to reuse the same window
when opening another folder. It keeps opening a new
folder. I have made adjustments in the folder options but
nothing seems to work.

Can someone please help me.
 
In Explorer click

Tools > Folder Options > Browse Folders > Open Each Folder
in Same Window
 
My Folder Options are set accordingly, and it still
launches another window. The only way I can get Windows
Explorer to reuse the window is if I right-click and
select Explore.
