Getting "The Page Cannot Be Found" message when browsing with IE or Mozilla

The problem is intermittent howerver. It only happens about 50% of the
time. Ping tests fail intermittently as well (for IP addresses and DNS
names). I ran Network Diagnostics in Win XP's Help and Support and got
'failed' messages for Network Adapters and DNS Servers. Any ideas on
what might be causing the problem?
