Getting rid of "Run As"

Everytime that I try to start a program, open the control panel, dial up the internet etc... this box comes up called "run as." It wants me to choose a user or administrator to open the program etc... I am not sure how I activated this option, my wife might have done it on accident. I would like to disable this option, but I do not know how. Any suggestions?
