get security settings prohibit ActiveX on all web pages

I get the error message:

Your current security settings prohibit running ActiveX controls on this
page. As a result, the page may not display correctly.

On every web page I access.

I tried low security and accept all cookies but security will not change
from Medium. Don't know why.

IE appears do be trying to load a web page INTLBAND.HTM from Office. This
is an error message that
says that Web Discussions Band is not properly installed.

I have no idea what this means. I don't know what Web Discussions Band is
and don't think I tried to
install it or am using it. I am on IE 6.02 and XP SP2.

Anyone who has any idea what is happening? I would appreciate your help.

I have since tried to change them but it doesn't make any change. when the
erro started occuring I
tried to lower my security and privacy levels but the change wouldn't work.

I am in the process of trying to remove all the spyware on my pc. With the
browser always
trying to access the file INTLBAND.HTM which causes the error it looks like
something has hijacked my browser.
