frozen install/ reloading wwinxp pro

I gave my old computer to my son.
He loaded comcast and the internet would not work and they told him to
reload winxp pro and he did and towards the end he gets:
system fatal error
sxs.dll:syntax error in manifest for policy file
d:/1386/asms/6000/msft/window/common/control/control.man on line 0 error
installation failed d:/1386/asms error message: manifest parfe error: invalid
at the top level of the document fatal error that one of the componet that
windows needs to continue set up could not be installed.

He cannot log off of stop intallation or see any icons, he is just frozen
and this is why I am trying to find out what happened.

Can anyone help me?

1- No software from Comcast is needed to use their service or to connect
to the internet.

2- This error has frequently reported for a scratched or dirty Windows
install CD.
