formatting C drive in Windows XP

I have tried using Recovery Console to format the C
drive. When I enter the "format c:" command, I receive
the expected warning that continuing will erase everything
from the C drive. It asks me whether I want to continue,
Y or N? I key in "Y" and hit ENTER. Instead of
proceeding with the format, it once again says C:\WINDOWS
followed by a command prompt. This happens again and
again and I can't seem to get it to proceed with the
formatting of the hard drive. What should I do to get it
to wipe the hard drive so I can start again with a clean
slate?

Boot from the XP CD. You may have to go into BIOS and set the CD drive as
the first boot device. The XP CD has all the tools necessary to partition,
format and install XP.
