I've been trying to reformat my computer when i type in format c:.

WARNING, all data will on...

i proceed with pressing Y

Format cannot run because the volume is in use by another process...
I forced a dismount (Y)

then it reads: Cannot lock the drive. The volume is still in use.

Is there any way to overrirde this also?

Boot from your Windows XP cd. You will be given the opportunity to partition
and/or format during the windows install process.

Ever tried to fill up a car with fuel while doing donuts in it at the gas
station..
Sure you have - your doing it with your OS - or attempting to.

Windows XP is not like the older Windows 9X OSes - a shell running on a base
OS. It protects its hard drive and critical areas much better than these
older OSes.

In order to format and re-install Windows XP, you merely need to boot from
the Windows XP CD itself and follow the prompts.. When it asks what
partition you wish to install on - delete the partitions, create a new one
(or whatever) and format/install.
