Folder's security

Before I re-install my Windows 2000, I back up some
folders to CD-Rom, and there is one folder that I set
security before I copied them. After I installed a fresh
2000, I copy the folder back to local drive and although
it shows the file's type and size, it is not accessible.
Can anyone please assist me.
 
What do you mean by "security". Was the folder encrypted?
