Folder tasks help

When I open anything - my computer, control panel,
network connections or whatever i get the folder list on
the left hand side. if I hit the X button the "Folder
tasks" view appears. I have gone into the folder options
menu and changed to "show common tasks in folders" but I
still get the folders list on the left side. How can I
change this to not open the folder list like that?
 
What does the right click menu say? Try typing
regsvr32 /i shell32
in Start Run
