"Folder Options" missing

Does anyone know what would cause the "folder options"
folder in the control panel to have an icon there, but
not open/exist. When I did a search on my computer for
folder options, there's nothing listed. I came to
discover this when I was trying to resolve why I have a 2
inch wide blue vertical bar on the left side of my
desktop screen, with "folder tasks", "other places"
and "details". I want that gone, and no options on the
desktop properties menu fixes it. Obviously, this is
annoying if you don't want it, but moreso, I need to
figure out why I don't have "folder options". Thanks in

Open a folder, go to Tools > Folder Options. Under the General tab select
"Use Windows classic folders"

I don't know why Folder Options is missing from your control panel, but I
have attached a registry file to this post containing a registry entry for
Folder Options in the Control Panel. Save it, double-click on the icon to
add the entry to the your registry. You may have to reboot in order for the
setting to take effect. If that doesn't work, reply to me at
(e-mail address removed) (remove the SPAMMENOT) and I'll
send you a registry file containing every registry entry related to "Folder
Options" I have.
