folder options not saved

Hello,

Every time I open the Windows explorer (XP sp3), the view defaults to
'Icons', and there's no 'Explorer Bar'. I want each view to come up with
'Details' and with 'Folders' as the explorer bar. I have changed my
preferred options for a folder and selected 'Apply to All Folders' in the
'View' tab of the 'Folder Options', but each time I open another folder, the
view comes up with the default view; 'Icons' and no 'Explorer Bar'.

My computer is part of a network of a large company and I have asked the IT
department several times, but they say they don't know how to fix it.

Could anyone please help me save my preferred "Folder Options"?

I've forwarded to my IT department. They think it's very interesting, and
will see if it will solve the problem.
