folder always opens at reboot/startup

Whenever this win xp computer is restarted or rebooted, an explorer folder
view of c:\windows\system32 always comes up. Even if we close it out
(either "X" it out or use the file,close) it always back upon a restart or
reboot.

How can we stop that action? Thanks.
