Fixing Help and Support and System Restore

My Help & Support and System Restore all of a sudden quit working on
my Dell computer. I tried Googling
everything on the Internet .. I got a couple great suggestions from
here; but NOTHING helped. I was
very frustrated.

(BAD ADVICE BELOW)
In desperation, i wrote to Dell Support whom i generally find to be
very poor. A Dell Technician wrote back and told me to re-install my
Windows XP Home OS. I wrote back that I didn't want to do that .. I
would learn to live with it.

(GOOD ADVICE BELOW)
Another Dell technician wrote back with this suggestion:

Start Menu/Help and Support doesn't work: Go to Start/Run and type
in: helpctr -regserver

To reinstall Help and Support: Go to C:\Windows\inf\pchealth.inf.
Right
click and choose install. Have your CD handy.

Note: The folder is hidden by default. Go to Start/Run and type in:
control folders. View: Show hidden files and folders and uncheck Hide
extensions for known file types.

THIS TOOK ABOUT TWO MINUTES AND BROUGHT
HELP & SUPPORT AND SYSTEM RESTORE BACK UP INSTANTLY !!!!! The file
that you need (which is on the D:\ drive of the Dell Re-Install CD) is
"HCAppRes.dll" --
it contains all the files necessary -- man, what a relief !!!!!!!!!!!
