System Restore is backing up everything and ignoring the filelist.xml file

System Restore is backing up every file change on my computer creating
huge System Volume Information Folders. It seems to be ignoring the
filelist.xml file in C:\Windows\System32\Restore which I understand is
used to tell System Restore what files and folders to backup and not
backup. The _filelst.cfg file created in the System Volume Information
folder from the contents of filelist.xml seems to properly reflect the
information in the filelist.xml file. I tried re-installing System
Restore using sr.inf but it still backs up everything! It continues to
ignore the contents of the filelist.xml file. Is there anything else I
can do, perhaps in the registry, to force System Restore to obey the
file and folder settings in filelist.xml?

System is Windows XP Professional SP3 otherwise running fine. I am the
only user and am the Administer.

System Restore should obey the rules without having to edit the
filelist.xml file or the registry. If it is not behaving, it is
afflicted (or your system is afflicted).

Why do you think System Restore is backing up every file change on
your computer?

What is your definition of a huge SVI folder?

What method did you use to determine the hugeness of your SVI folder?

If SR is working correctly, by default, your Restore Points in the SVI
folder should only consume 12% of your hard disk capacity and no more
than 90 days worth or Restore Points accumulating. Both are
adjustable. When either limit is reached, the oldest RPs start to get
deleted to make room for the new ones.

If you reinstalled your SR, then you should have wound up with zero
RPs after SR was reinstalled, then new ones would start to accumulate
again.

What is the capacity of the monitored drive and is your SVI folder
bigger than 12% of the capacity of the drive?
