file synchronization

I'm having a problem with win xp home, i can't seem to
turn on file synchronization i've turned off fast user
switching set up the network and can share files
installed service pack 1 but i can't turn on the sync
option from my computer, tools and folder options, the
offline file tab isn't there. is this option only
availble to pro users? thanks for your help.
