File extension .DLL

Hi Guys

I have just downloaded a package called HTML tidy kit which enables
me to write web pages. However when I try to open this software package I
keep getting a message which states what programm would you like to run this
from.
Basically I cant use this package does anyone have an idea of how I could
open the software programme so that I can start using it? Do I need a
specific programme to open a file that has a dynamic link library extension?
