Field code { NUMPAGES } does not update in footer in Word 97

When NUMPAGES is inserted as part of a page number format (e.g., Page X of
Y), after it is updated by selecting all (ctrl/a) in the footer and pressing
F9, and the document is saved and closed, the next time the document is
opened NUMPAGES reverts to 1.

This happens in Word 97 and only in the footer or header, if NUMPAGES is
elsewhere it is correctly saved and correct on opening the document.
