When I install fax on xp, is there any way to temporarily
disable it? That is, turn it on only when wanted, so it
doesn't take over my phone.

Just don't start the program - until you want it. If there is a shortcut
in the Start Up group, remove it.

Open FAX Console and configure it so it doesn't default to
receive FAX.

if you haven't already been advised as such then you can
utilise the fax monitor. in the fax console you can click
on tools and then fax monitor to enable it. otherwise it
is permanently disabled.
