Fax Sharing for Anonymous use

OS 2003 Server with Fax
Clients XP SP2.
Server is part of a domain, clients not part of the domain.
Requirement: To Use server as Fax resource.
If I create a local account on the server the same as the client PC user,
all works OK. But the client PCs are part of a wider Novell hybrid setup and
users are forced to cycle passwords which makes syncing credentials almost
impossible. PCs cannot join the domain.
Q: How can I setup the server to allow ANONYMOUS use of the fax resource?
I've tried putting ANONYMOUS LOGON in the printer driver and the service,
I've also fiddled with security policy e.g. enable anonymous to behave as
everyone to no avail.
Is there anyway to do this?
My application use the extended API and Faxserver object doesn't provide for
authentication methods/propoerties either as far as I can see, so I can't
even use generic credentials
