Fax inhibiting print spooler

Can't load my HP printer/scanner/copier because software cannot shut off
print spooler. I've downloaded patches, removed all printers and drivers,
and even used the MS 2003 patch to remove remnants from the print spooler,
but nothing works.

The error message says that my fax services won't allow the spooler to shut
off. I've removed the fax from my selection (I don't even use a fax on this
computer), but I still can't shut off the spooler to load the software.

Is this unique to HP printer/scanner/copiers? Should I just trade this in
for a comparable model from a different manufacturer?

Turn off the Fax service. Open Control Panel, Administrative Tools,
Services, scroll down to Fax, double-click, change the "Startup type:"
to "Disabled", and OK your way out.
