exclamation point in partmgr in device manager

what do i have to do to correct the exclamation point in
partmgr under non plug and play devices.. its says its
started and there is no way to update the drivers , there
is no update driver button..

current status is started
startup type is boot
device use is enabled

in device status it says ''This device is not present, is
not working properly, or does not have all its drivers
installed. (Code 24)''
