Exchange 2003- Outlook 2000 pop access - Calendar problem

Hi,
I am using Exchange server 2003 and few of my users are
using outlook 2000 for accing the exchange server with
pop3. If any calendar invite is sent from an pop3 user to
another pop3 user, the user get an email witha link to
exchange server and the invite is not coming as an
calendar invite.

Help me in fixing it.
