Excel won't open, virus-free, re-installed

When I try to open Excel, all I get is the splash screen,
then the computer hangs. Sometimes after several minutes
comes the message "Computer is dangerously low on
resources", but it won't close Excel. I have to power
down to reboot. Started happening one day without any
known changes to system.

MS Word loads without any problem

Windows 98SE (All updates installed)
Norton 2002 Virus up to date. full scan complete, no virus
Thorough disk surface check: OK
Dell Pentium II 650 MHZ desktop

Things I've tried (with no change in problem):
1. Complete uninstall and re-install of MS Office SBE
2. Used a utility to verify that all processes running
are essential Windows processes
3. Start, Run, "C:\Program Files\Microsoft
Office\Office\Excel.exe" /regserver

Check your excel.xlb file is not corrupted. It is called various file names
with various versions, but always ends in .xlb. Rename it first, if it
works, excel creates a new one and the old can be deleted. You will lose
any toolbar customisations though.

This has happened twice at work and Jim, you are the
BEST! This works. Thank you! Why isn't this solution
offered in the Knowledge Based Articles, Microsoft?
