Excel Won't Start, it will start in safe mode though

Windows 2000 SP3
Office 2000 Premium (No SP's)

This system has been working just fine for years. It is a Pentium III 450
Mhz to give you an idea. Anyhow, all of the sudden when the user
Double-clicks a file he gets the following message: Cannot find the file
"filename" (or one of its
components). Make sure the path and filename are correct and that all
required libraries are available. I am not able to Open Excel either. The
other office programs open just fine. I noticed that when I attempt to start
excel the computer beeps probably 8 times rapidly. Almost like I was trying
to do something else while I modal dialog box was on the screen. (type of
beep).

I started by verifying that I could open the file from another computer
which worked fine.
I attempted to install SP1 for Office and got an error message about HResult
and some number. I know I should have written it down but I did not.
Anyhow, I was able to use Windows Installer Cleanup to clear out hte
isntaller files and run the install of Office again. I also tried removing
office completely including going into the registry and deleting the office
entries under Software Microsoft. I unregistered and re-registered excel and
still nothing. Every time i tried to install sp1 for office it would not
complete and I would have to kill the process for the install.
I installed Windows 2K Sp4, and that caused another error in the system. I
booted into safe mode to see if the error would go away and it did not, but
while in safe mode I was able to open MS Excel without an issue.

Try looking under Tools>Options...>General>Ignore other applications and
make sure it is un-checked
