error won't allow boot

Isass.exe error

"When trying to update a password, this return status
indicates that the value provided as the current password
is not correct."

Windows XP Home starts to load and as soon as the Windows
screen goes away the monitor goes black and I get the
above message. After 3 seconds it reboots itself and
repeats.
 
I thought this was fixed with service pack 1.
Do you have service pack 1 applied ?

Try booting into safe mode start tapping the f8 key while the bios
initialisation screens are displaying. You should get a safe mode menu.
Select Safe mode.
If you get into safe mode, choose to run system restore. This will restore
the system to the last checkpoint.

If it fails to boot into normal safe mode, try again and choose "safe mode
with command prompt"

The run the command

%systemroot%\system32\restore\rstrui.exe

To get into the system restore wizard and choose a system checkpoint to
restore.

If this doesn't work, you're going to need the windows xp installation disk,
or your pc manufacturers repair disk.
