Error when opening ie6.0

When I open ie6.0 I get an error message that says:
Cannot
find 'file:///C:/WINDOWS/system32/securityID=816093-MS03-
011%privacyAPI32=x401.html'. Make sure the path or
Internet address is correct.

I have tried overwriting the ie folder and reloading
windows XP but nothing has helped. This error prevents
me from being able to access the security features of
ie6.0 so I cannot access my hotmail account. Any help
would be greatly appreciated. Thanks.

MS03-11 security patch. Did you install this patch and was it installed
correctly?
