Help Please!

Please, can anyone help me? Everytime that I now open up
my Internet Explorer the follwing page shows up
C:\WINDOWS\SYSTEM32\securityID=817093-MS03-
011&privacyAPI32=x292.html
and I don't know how to make it go away or even what it
is. I don't know if it is a virus or an actual security
measure. Is anyone familiar with this and know what my
problem is? Thank you.
