Error webpage

Recently, I note that this webpage,
http://www.bestoftheweb.cc/errorpage/ appears quite often
when I visit a web page. Basically, if IE cannot find my
desired web page, it will come out. However, I feel this
page comes out earlier than my desired page. I suspect I
got virus, spyware or some stange behavious on my Windows
XP Pro OS. Can someone have idea what it is and possible
fixes.

It sounds as though you have a browser hijacker on board. As always,
when virus and/or spyware infection is suspected, scan with a current
antivirus program (meaning a version not later than 2002 and using
updated virus definitions). Remove spyware with Spybot Search & Destroy
from www.security.kolla.de and Ad-aware from www.lavasoftusa.com. Be
sure to update these programs before running them. It is best to run
antivirus and spyware removal tools in Safe Mode.

Spybot, it resumes.

I'm sorry, Ray, but I don't know what you mean by "it resumes". You mean
the hijacker comes back? Then your machine isn't cleaned off. That's
why I suggest 1) always updating spyware removal tools before running
them; 2) using two spyware removal tools, because Spybot and Ad-aware
seem to catch stuff the other doesn't; 3) running the tools in Safe
Mode so as to foil the memory-resident malware. Another great resource
for spyware issues are the forums on www.spywareinfo.com. You might
want to read through those forums.
