error messages when installing program

I am trying to install a program. I receive a message "error 1304. error
writing to file c:\windows\system32\explorer32\netlogon.exe" consult windows
installer help(msi.chm) or msdn for more information. When I click ok, i
then get error:-1603 fatal error during installation.
I am running win xp home edition. Any help would be appreciated.
