error message:taskmgr.exe.application error 0xc0000142

I tried to download some updates last night. After the
download I recieved a message that said
taskmgr.exe.application error, the application failed to
initialize properly 0xc0000142.

All that happens now is when I power up, it will take me
to the desktop, however no icons, no task bar, nothing!
What do I do at this point.
