Error Message 0x800CCC92

I have Outlook 2003 and continue to get a pop up asking for my passwords. I
get the above error message. I have tried calling optimum and they claim
everything on their end is fine, and it is a problem with MS. Can anyone
help me with this, before I rip my hair out - it has been a week now
 
Have you verified your account settings?
What is the error message in full?

If you have a virus scanner that integrates with Outlook, disable/uninstall
this integration of your virus scanner and try again.
