Cannot save save email password error 0x800CCC92

I am trying to set up outlook 2003 to check my companies POP3 email account.
I set these accounts up all the time and they all work fine.

When I put in the username and password in the setup and try to check the
account when finished it pops up a window prompting for the password even
though I typed it in the account and told it to save the password. When I put
the password in the prompted box it will check the email properly. (This is
not an incorrect password issue)

the error I get when i cancel the prompted box is:

reported error (0x800CCC92) : 'Your e-mail server rejected your login.
Verify your user name and password in your account properties. Under Tools,
click E-mail accounts. The server responded: -ERR Too few arguments for the
pass command.

I have uninstalled all virus scanners, deleted and recreated the user
account, repaired Outlook installation, reinstalled outlook completely,
cleaned the registry and everything under the sun to try and fix this.

Anyone have any ideas beyond check my log in info?

I have also run the norton removal tool and created a new user then set up
mail accounts there and the same thing happens. I have also tried to set up
other pop accounts all of which continue to pop up the password box even
though the pass word has already been entered in the set up.

One thought came to mind: if you are using Internet Explorer, check the
settings (Tools-Internet Options-Security-Settings-Custom Level) and
carefully check through your/their individual selections there. Make sure
the settings, especially near the bottom, at User Authentication" then
"Logon", select "Prompt for User Name and Password". You may have to make
some other changes to "Prompt" for other selections above that one, also.
This is to force your email server (which they are using through the POP3
setting) to have more arguments to go through, as well as force them to put
in their user name and password each time. I discovered this while dealing
with a similar problem in which some of our users, after using our inhouse
Outlook, switched to using it at other sites through dial-up, and if they had
selected the "remember me" type option in Windows, and then their
windows/network password changed, it was passing that old password through
automatically - they never got a chance to specify the new one. Only after
we went back to their inhouse PC's and made that change, did they get a
chance to specify their new password. The opposite holds true as well. If
you do not want it to prompt for a password each time, check the box for
"anonymous login" in IE, and then it will not prompt for the password. Best
