error installing patch because cryptographic service is not running

I'm attempting to install the latest patch - 823980 and I
get an error in the install: "Setup could not verify the
integrity of the file update.inf. Make sure the
cryptographic service is running on this computer."

I'm not sure how I disabled the cryptographic service,
I've never seen this problem before.

Any help would be greatly appreciated. Thank you.

Thank you for response. However the service is running,
and has been, yet I still get the install error about the
integrity of the file update.inf.

You renamed catroot2 file that was probably corrupted to new files. Since by
renaming you removed it system created new healthy one.
