Running patches, cryptographic service???

i've downloaded some much needed patches from the
microsoft website for my computer, however when i go to
run them its says that,
"setup could not veirfy the integrity of this file, make
sure the cryptographic service is running on this
computer."

What is te cryptographic service? and how do i make sure
it is running?

Any help would be much appreciated, thanks, alfie.
