Error connecting to Server

Outlook 2002 SP3. I am frequently getting the error "Cannot connect to POP3 server" on two of my four accounts, yet as soon as I get the error message, if I click "send and receive" it connects OK. Could this be an ISP/Mail hosting problem (my ISP is NOT my mail host) or could it be an Outlook problem?
 
At the moment, it looks as though it might be a corrupt profile - I've created another and so far (touch wood) am not getting any error messages.
