error 1926 ... Config.Msi

I am trying to install Office XP on Windows XP Pro and am getting the following error message:
"Error 1926. Could not set file security for file 'C:\Config.Msi\'. Error: 5. Verify that you have sufficient privileges to modify the security permissions for this file."

I have administrative access.

I look in the C:\ directory (view hidden files enabled) and there is no such file present.
I have previously installed office on this computer (I was forced to reformat and reinstall) and was able to do so sucessfully then.

First, check to see if the config.msi directory is present off the root of your
C drive. It's a hidden directory, so a "dir /ah" from the command prompt would
be needed.

If present, ensure that the ACLs for the directory are such that Admins and
SYSTEM have full control:

eg.


C:\>cacls Config.Msi
C:\Config.Msi NT AUTHORITY\SYSTEM:(OI)(CI)F
BUILTIN\Administrators:(OI)(CI)F

Also ensure that the root of your C drive gives SYSTEM full control as well.

Please include instructions on how to make the changes to the ACLs so that they reflect what you say *should* be there.
I'm not going to give Everyone Full rights to the Root of my machines, that's like soo unsecure.
