config.msi file security error

I receive the following message during install/uninstall of certain programs. Error 1926: Could not set file security for file c:\config.msi.....Then error 5. Verify that you have sufficient privileges to modify the security permissions for this file.

I am logged in as computer admin.

Any help would be appreciated.
