Can't modify config.msi

I cannot install any programs. I get the error "Could not set file security for file c:\config.msi\. Error: 5 Verify that you have sufficient privileges to modify the security permissions for this file.

I am logged in as a computer administrator. I just reformatted my system and installed XP. There is only one account on the box and it is mine. I modified "Owner" to be mine.

Any help would be greatly appreciated.

Are you running XP Pro or Home?

If Pro, click Start, Run and enter GPEDIT.MSC Go to User Configuration, Administrative Templates, System, Ctrl+Alt+Del Options. Double click Remove Change Password. Set this policy to Disabled or Not Configured.

Are you running XP Home or Pro? You may need to adjust the permissions on the CONFIG.MSI group to allow your username and/or user group access to this file.

XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing. Now, when you right click on a drive, folder or file (on an NTFS partition) and select Properties, you'll see a Security tab. Here you can assign or deny permissions based on user name or user group membership.

XP Home: By default, you can only make files and folders under My Documents "private". This is done by right clicking a folder or file and selecting Properties, Sharing. To change the permissions on other folders, you need to boot the computer to Safe Mode and log in on the built in Administrator account. In this mode, you'll see the Security tab in Properties, and you can assign permissions based on user name or group membership.

I will dutifully study all those links.

This sounds very complicated given that it was a clean install of Windows XP after reformatting the drive. I installed two applications after that: ActiveSync, then Office 2002. After that I now can't install anything. THis is XP Home. I only have one account and it's the admin account. I renamed it from the User Accounts area from Owner to Debbie

One other thing I did was to restore my data from backup. I had to cancel it once after I realized it was bringing over security settings. This resulted in me being able to open the folders because the user ID I used to make the backup was not the same user I had on the new XP install. I cancelled and restarted the restore, telling it not to preserve the security settings. Could that have done anything? I just can't believe this is standard security stuff during a clean install

In regards to icons on the desktop: by defualt only the recycle bin icon is placed on the desktop after a clean install of XP
You can add the other icons (My Computer, My Documents etc) by doing the following
Right-click the desktop -> Properties -> Desktop tab -> Customise Desktop -> Tick appropriate boxes for icons

You need to check the ACLs on your C drive's root folder.

In a command prompt (cmd.exe), run the following command:


cacls.exe c:\


Does the output include this two lines (there will be several other lines, indicated with ...):

...
BUILTIN\Administrators:(OI)(CI)(IO)F
...
NT AUTHORITY\SYSTEM:(OI)(CI)(IO)F
...


If you don't have those two lines exactly as listed above, you or some program has messed with the rights settings on the root folder, and that is very likely the cause of your problem.
