msi error 1926

I keep getting an error whe I setup programs using an msi
file.

"error 1926. Could not set file security for the file
c:\Config.Msi\. Error: 5. Verify that you have sufficient
privileges to modify the security permisions for this
file."

I have checked all policies and found no restrictions on
the system and I am installing as administrator.

Well try this:
Set the local SYSTEM security permissions to full on
the "C" drive.

If this does not help make sure that your disk drive has
sufficient unused space.

You can also try to create first an administrative
installation (msiexec.exe -a <file.msi>) and additional
