Error: 1628 Hellgate London EA

I´m usinf a Vista x64 an trying to install the Electronic Art Download
manager to be able to use my purchased Hellgate London... but after i start
to install the file, i recieve the following message:
"1628: Failed to complete installation"
What i have already tried:
- cleaned the temp folder
- deactivated the antivir program
- used Windows Installer Clean Up
Anyone has the same problem? Or what would be MUCH better: a solution? Thx
