error 1606, could not access network locations...

....all users/desktop. I upgraded to XP Home and having
trouble reinstalling a program. I tried to follow the
instructions on:

but don't have common administrative tools in my user
shell folder. Can anyone help?

Hey Luc,
I'm having the same problem as you (can't install a program and getting error 1606. Please, lemme know if you find a fix for this (reinstalling XP from scratch?? ouch) and I'll do the same.
