Error 1606 Could Not Access Network Location

I recently upgraded to XP from ME. I tried to uninstall
Palm Desktop and received the following error.

Error 1606 Could Not Access Network Location "Documents
and Settings\MyName\SendTo"

I found the KB article 315352 and I don't have "Common
Administrative Tools" in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersio
n\Explorer\User Shell Folders

Any help would be greatly appreciated.

I am logged with adminstrative rights. Any other ideas?
