error 0x800c0005

i have been trying to login in on secure sites (my bank)
and cannot. i get error 0x800c0005. this error will not
let me update windows either. i have done everything
including the restore of windows. does anyone have anyidea
how i can get rid of this error and regain entry into
secure https sites. im guessing that it has something to
do with ssl or and port change as stated in mskb 326759

any one have an idea
