Error 0x80010534 Windows Defender cannot start

After massive problems installing Windows Defender on my Windows 2000 German
Service Pack 4 with all updates WD now cannot be started:

"Application failed to initialize: 0x80010534. Zuordnungen von Kontennamen
und Sicherheitskennungen wurden nicht durchgeführt."

In windows Update site you are able to download updates. After downloading
updates computer does not need to restart but if you dont restart your
computer Windows defender will continue to promt that you have to update it.

May be there would be a service that restarts WD but I cannot find it

Same problem here:

WD beta2 installed successfully:
- Service "Windows Defender Service" started automatically and is running
fine (MsMpEng.exe is listed in task manager)
-Every day the automatic definition updates (*) are downloaded and are ready
for install. Installation failes however with error code

Whenever you try to start "MsASCui.exe" you receive the error message
"Application failed to initialize: 0x80010534. ..."

This problem seems to occur only in non-english Windows 2000 environments.

Can anybody digg into this issue any deeper? What are the SID and account
requirements of MsAsCui.exe?

Is there any way to run the command line tool of windows defender beta2? is
there any setting for

bei der selben Configuration.
