Endless loop on Install, XP Home

I tried reinstalling XP Home. The installation hanged
at "39 minutes left in install". I restarted the
computer. Now the computer starts, goes into "restarting
setup" screen, goes to a blue screen, shuts down, and then
restarts back into the same sequence.

I can not do anything to get out of this loop. How can I
start a new install or continue with this one?
