Endless Startup Loop

My Dad has a HP laptop running XP Home. His laptop froze
and he had to shut down and restart. Now he is in an
endless loop. His computer goes to the start-up option
screen, and regardless of what option he chooses (Safe
Mode, Normal, Last Known Good Config) his laptop gets to
the Windows XP Starting screen then re-boots. I have
scoured MS site for help, and have so far come up empty
handed. He has the Recovery Disk from HP, but it only
allows for a re-format and re-install. Anybody have any
ideas? Thanks.
